The Biden Administration dropped a new Executive Order today, and it’s basically Brave New World. 

The “Executive Order on Advancing Biotechnology and Biomanufacturing Innovation for a Sustainable, Safe, and Secure American Bioeconomy,” was released today as part of Biden’s “Moonshot to Beat Cancer.” 

The order doesn’t focus on cancer; rather, it establishes a new “bioeconomy” to advance the vaguely defined “societal goals” of the Biden Administration. Think we are exaggerating? Here is the tee up: 

“It is the policy of my Administration to coordinate a whole-of-government approach to advance biotechnology and biomanufacturing towards innovative solutions in health, climate change, energy, food security, agriculture, supply chain resilience, and national and economic security.  Central to this policy and its outcomes are principles of equity, ethics, safety, and security that enable access to technologies, processes, and products in a manner that benefits all Americans and the global community and that maintains United States technological leadership and economic competitiveness.”

This will touch every aspect of your life. The aforementioned societal goals are defined in Section 3 of the order:

“Harnessing Biotechnology and Biomanufacturing R&D to Further Societal Goals.  (a)  Within 180 days of the date of this order, the heads of agencies specified in subsections (a)(i)-(v) of this section shall submit the following reports on biotechnology and biomanufacturing to further societal goals related to health, climate change and energy, food and agricultural innovation, resilient supply chains, and cross-cutting scientific advances.”

OK, so they're not super explicit with the goals. 

Section two outlines the chain of command, and decrees that this massive interagency effort will be coordinated by the The Assistant to the President for National Security Affairs (APNSA). Who is that, you ask? 

Jake Sullivan. You will remember Jake Sullivan for his role in the multi-million taxpayer dollar Russian Hoax Scandal. 

From the Washington Times in November 2021, “Multiple reports surfaced last week that Mr. Sullivan, a longtime confidant of former Secretary of State Hillary Clinton, a two-time presidential hopeful, is the ‘foreign policy adviser’ named in special counsel John Durham’s indictment last week of Democratic lawyer Michael Sussmann, charged with lying to the FBI about what he knew about Mr. Trump and Russia.”

Sullivan is Biden’s point man for this Executive Order, which should face legal challenges and Congressional opposition immediately. Remember the “the heads of agencies specified in subsections (a)(i)-(v)” that will report up through Sullivan? Those agency heads are:

  • The Secretary of Health and Human Services (HHS)
  • The Secretary of Energy
  • The Secretary of Agriculture
  • The Secretary of Commerce
  • The Secretary of Defense
  • The Director of the National Science Foundation (NSF)
  • The Assistant to the President for Economic Policy (APEP)
  • The Director of the Office of Science and Technology Policy (OSTP)

Does this seem to be about cancer research? 

Take, for instance, Section 4: Data for the Bioeconomy, which states, “In order to facilitate development of the United States bioeconomy, my Administration shall establish a Data for the Bioeconomy Initiative (Data Initiative) that will ensure that high-quality, wide-ranging, easily accessible, and secure biological data sets can drive breakthroughs for the United States bioeconomy.”

What kinds of data will be included in these data sets? The sub-section (i) says the team will issue a report that, “identifies the data types and sources, to include genomic and multiomic information, that are most critical to drive advances in health, climate, energy, food, agriculture, and biomanufacturing, as well as other bioeconomy-related R&D, along with any data gaps.” 

If they are looking for “gaps,” you can be damn sure that this means all the data. All the biological data to drive their “science” in pursuit of their “societal goals.” 

This new bioeconomy is wholly government led and directed. And in case you think bioeconomy is undefined, they define all their terms in dystopian horror in Section 13. “The term ‘bioeconomy’ means economic activity derived from the life sciences, particularly in the areas of biotechnology and biomanufacturing, and includes industries, products, services, and the workforce.”

“Economic activity derived from the life sciences.” No big deal. 

Section 11 is horrifying alone, as we seem to be repeating some “gain-of-function” mishaps in the name of safety:

“The Director of National Intelligence (DNI) shall lead a comprehensive interagency assessment of ongoing, emerging, and future threats…As part of this effort, the DNI shall work closely with the Department of Defense to assess technical applications of biotechnology and biomanufacturing that could be misused by a foreign adversary for military purposes or that could otherwise pose a risk to the United States.  In support of these objectives, the DNI shall identify elements of the bioeconomy of highest concern and establish processes to support ongoing threat identification and impact assessments.”

We’re going to weaponize the bioeconomy to understand how our adversaries can weaponize the bioeconomy. Seriously, that’s in there.

At the very minimum, this order – usurpring the American economy and centralizing power at the federal level and individual expense – was signed by Joseph Robinette Biden.
