History is littered with examples of how totalitarian regimes used "domestic passports" to control the movement of their people.

In Nazi Germany, Jews were given special documents and were barred from traveling within or even outside of Germany. The Soviet Union restricted how far farmers and factory workers were allowed to travel from their homes.

Every dictatorship has used an internal passport system to restrict the movement of its people, all in an attempt to hold onto power a little longer.

So many Americans died to make sure this kind of fascism never reached our shores. Which is why I am so distraught over the fact that the Biden administration is working with tech companies to create a nationwide vaccine passport system. The goal is to create a system that cities, states, and companies can use to not only compel people to hand over their private medical information, but also to restrict the movement of people who declined to get vaccinated.

New York rolled out its own "Excelsior Pass" but since it only can access New York medical records, no one from out of state can use it. New York is already demanding Federal involvement so that they can access medical records from out-of-state visitors. This is getting out of control!

I am demanding that you do two things right now. First, you must use the power of the purse to restrict the White House's ability to work on this project. Right now, Joe Biden is using discretionary health funds to help build this vaccine passport system. You need to pull the plug on this by making it illegal to spend even a cent on developing or implementing a vaccine passport.

Next, you must ban vaccine passports from being used to restrict the free movement of Americans anywhere on US soil. This may seem like a stretch, but it is firmly within Congress' power to do this. HIPAA protects patient privacy but has exceptions for "public health emergencies." Basically, during a pandemic, Americans do not have the expectation of complete privacy in their medical records. You can fix that. Just as HIPAA regulates how hospitals and doctors use and handle medical files, you can do the same for cities, states, and corporations. Namely, you can prohibit them from requiring citizens to surrender proof of vaccination.

Americans also have a right to be secure in their papers. That is straight from the 4th Amendment. You can also prohibit vaccine passports using your powers under the 14th Amendment. The 14th Amendment says that "no State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States." When states are found to be violating Americans rights or liberties, the 14th Amendment gives Congress the power to stop it. You have every right to intervene and stop public and private entities from violating the privacy rights of Americans.

This should be bipartisan. This shouldn't be controversial. No government or private corporation has any right to demand a private individual's medical records. You have the power to make sure our medical privacy is protected and that this creeping despotism is sent to the ashbin of history where it belongs.

Do the right thing and KILL this vaccine passport program. Otherwise, you will leave me no choice but to replace you with someone who values my rights and honors their oath to protect them...
